Atkinson mentions Gum Tragacanth in his book. Back in the early days of Letterheads, we made a vat of water and gum tragacanth, floated paint on the surface, and then dipped panels into it.

I am guessing they print onto a sheet of water soluable gelatin, float it on the surface and dip after the gelatin dissolves.
