Personally, I used House of Kolor Kandy colors for that kind of thing. They are designed specifically to have vibrant color while showing whats below them. For anyone interested in the powder atomizer, I found a new cheaper option designed for the same function. I use Matthews all the time. Our shop chose Matthews because it is spec'd often in the institutional and ADA work we do as a large part of the business. By the way, if you let the matthews cure a couple days, 1Shot lays down on it nice. We rarely do so because speed is the bosses priority.
