How would you make one with a three foot diameter?
I've got a few ideas, but none seem perfectly right. It's always enlightening to see how others would approach the project in any case.
It has to be an open one that attaches to a rock. Initially I planned to carve it from HDU, but I don't think it will have the durability to survive it's home on a large rock in a public place.

You might consider hiring on to carve the "master", then let the client take that to someone who could make a large mold and cast it in cement, corian, or resin. Even when I was running the old shop at full capacity, I never liked to get too far out of my comfortable "product envelope". I prefer to try to do what I like to do (and feel comfortable doing) and let others do what they are trained to do.

Kelly,
It really would depend on budjet.
In order of cost,
Shape it out of hdu and send it to a Fiberglass shop that does nice finishing work.
Make a molding cast out of concrete
" " metal,bronze etc

The fiberglass peice would last for years
